The Value for Money toolkit is a tool which allows local authorities to graphically compare costs and performance against their peers across a range of services. Data used in the online tool is gathered by;

  1. Service Provision

    The management and administration of this service is provided by CIPFA Business Limited - the trading subsidiary of the Chartered Institute of Public Finance and Accountancy (CIPFA). Access to the VfM Toolkit is provided via

  2. Commencement and Term

    The service will be provided on an annual subscription basis; the subscription period will start on 1st April and end on 31st March the following year. Payment for the subscription will be due on presentation of a valid invoice.

  3. Subscription Renewal

    An organisation accepting a renewal will be deemed to have accepted the terms of the service level agreement as set out in this schedule.

    The annual subscription will be automatically renewed on 1st April each year unless prior notification of cancellation is received in accordance with section 4 below.

  4. Cancellation

    Should you wish to cancel your subscription renewal, you must do so in writing or by e-mail before the 31st March. A subscriber may cancel the subscription mid-term but fees are not returnable. Any cancellations should be addressed to:


  5. Subscription Fees

    Subscription fees will be subject to an annual price review. All online subscription fees will be subject to VAT charged at UK standard rate.

  6. Nominated Contacts

    For liaison purposes each subscribing organisation should nominate a contact point for any queries concerning this subscription.

  7. Copyright, Confidentiality and Users Rights

    All copyrights, database rights and design rights subsisting in the CIPFA VfM Toolkit provided pursuant to this agreement or through shall vest absolutely in CIPFA. All information provided is the copyright of CIPFA.

    The service contains confidential information. Disclosure of which without permission will give rise to an actionable breach of confidence.

    Any analysis that incorporates data from the VfM Toolkit must not be published or presented to a third party for commercial use, without prior written permission from CIPFA. Commercial reproduction of the data or VfM Toolkit may result in a further charge being incurred. Please contact or phone 020 3117 1840 to request use of data for this purpose.

  8. Service Entitlement

    The subscription is deemed to be with the employing organisation of which any member of their staff may download and distribute the VfM Toolkit for use to any other staff employed by that organisation. Where it is used or processed by sub-contractors or associates, it may not be used for purposes other than work for the subscribing organisation.

    The VfM Toolkit obtained during the period of one subscription year may not be used in a succeeding period, unless the subscriber organisation renews the annual subscription.

    Whilst every effort will be made CIPFA cannot guarantee that the website and any associated services will remain uninterrupted or be error free.

  9. Liability

    Although every effort is made to ensure the accuracy of information provided in the toolkit, CIPFA accept no responsibility or any liability for any damages, third party claims, or any future costs pursuant to relying on the information provided.

  10. Quality Assurance

    CIPFA pride themselves on the quality of the services they provide.

    The survey analysts undertake reasonable validation checks on the toolkit.
