CIPFA have been collecting and publishing statistics on local authority provision for over a century. We have a number of working parties that are responsible for reviewing the content of our publications. Nevertheless, a wider range of feedback is important to the continuing development of the service.

This year's survey shows that capital payments, grants and advances on a cash basis for all local authorities in England and Wales amounted to £15,732m in 2004-05 compared to £12,512m in 2003-04, an increase of 25.7%. In Scotland there was an increase of 27.3% and in Northern Ireland an increase of 19.3%. Total capital payments, grants and advances on a cash basis for the United Kingdom amounted to £17,476m. The large increases shown for Great Britain are mainly attributable to education, transport and housing, three of the most significant services in terms of capital spending by local authorities.
In 2005-06, local authorities in England and Wales (excluding National Parks) estimate to spend £715.5 million excluding capital charges, on planning and development activities, an increase of 10.19% over last year. When National Parks are included, net expenditure amounts to £725.8 million, a 10.4% increase since 2004-05. In addition, £452.2 million is spent on economic development and promotion.
In 2005-06 local authorities in England and Wales are expecting total capital and current expenditure (excluding capital charges) on highways and transportation to amount to £6,335m compared with £5,874m in 2004-05, excluding the amounts for the Greater London Authority, an increase of 7.8%.
The survey shows that at 31st March 2005, for Great Britain as a whole, authorities (including police and fire) own operational assets valued at £246.9 billions, which is over four times greater than the £52.582 billions in outstanding debt.

Whilst a comparison between fixed assets and debt, may be meaningful for most authorities it should be appreciated that those with high levels of debt might well have undertaken substantial amounts of capital investment. On average, for England, authorities' operational assets are worth £4,318 per head of population, compared to £3,901 in Wales and £3,745 in Scotland. For Great Britain as a whole the figure is £4,246.
