Figures published by the Chartered Institute of Public Finance and Accountancy (CIPFA), show that local authorities in England are forecasting total service expenditure to reach £88.2 billion in 2006-07. This is equivalent to an average £1,748 per person and is a 4.5% increase from 2005-06.

The CIPFA Finance and General Statistics 2006-07 provide the first detailed account of authorities’ expenditure plans and the first real profile of how money being raised through council tax bills is distributed across various services. They also show regional variations across England.
The Local Government Monitor Survey was established in 2003 as a twice-yearly survey, with the aim of capturing local authority perceptions about a range of current issues, including recruitment, staff turnover, standards of service and council tax. As the time series of data builds up it becomes possible to monitor trends in these observations.

Time does not stand still, and nor does the government of the day. The Department for Communities and Local Government (DCLG) is starting to flex its muscles (and some readers may, like me, struggle to keep up with all its previous guises - DoE followed in quick succession by DETR, DTLR and ODPM). Pronouncements from the new department are awaited with interest, not least on the next steps arising from the Lyons Inquiry into local government.
Following the success of the training sessions entitled 'Simple Communication and Presentation of Figures' held in February, the CIPFA Statistical Information Service is pleased to offer further dates for this course.

The course is designed to assist anyone who has to explain or present numbers to colleagues, management teams, elected members, non-executive directors or the press.
 
New SIS Manager ...
We are pleased to announce that Nick Campbell has been appointed as the new SIS Manager. Nick spent 7 years working within SIS before joining our Technical Information Services team at the beginning of 2005. These experiences should stand him in excellent stead for leading the SIS team.

Before applying expenditure on capital charges, £540.5 million was spent by local authorities on culture in Scotland in 2004-05, a 6.2% increase over 2003-04. The estimated figures provided, show this will increase in 2005-06 to £545.9 million, which is just over £107 per head of population.

The publication highlights an increase of 8.1% for Net Total Cost (Net Expenditure + Capital Charges) between 2003-04 Actuals and 2005-06 Estimates.
The local authority workforce has expanded by around 5% since 2000, with local government in the UK currently employing over 2.8 million staff to deliver its services, of which 2.1 million are employed in England and 165,000 in Wales. In parallel, local authority workforce planning has grown in importance. For example, the Pay and Workforce Strategy 2005 produced by the Office of the Deputy Prime Minister (ODPM) provides a national, regional and local framework for local government in England. It outlines the leadership, organisational flexibility and people capacity required to deliver improved service, greater efficiency and better customer focus in front line services.
