Local Government Financial Settlement Research Tool

Details of the provisional local government finance settlement for 2007/08 have now been announced. Last year, the government introduced a new system to distribute the Formula Grant between authorities, which saw a fundamental change in how authority allocations were calculated. In particular, funding breakdowns between service areas and comparisons with allocations for earlier years appeared to be impossible.

Such comparisons, however, are possible and IPF have developed a research tool which aims to makes sense of the detailed mathematical information found within the Relative Needs Formula (RNF) by converting the numbers into actual funding allocations for each service.

Additionally, our research provides a breakdown of the calculations used to determine your authority’s level of funding and compares this to the average received by other authorities within your class for 2006/07 and 2007/08. The example analysis found in the related files illustrates how this would look at the top level and further exemplifies one of the service areas, EPCS.¹

¹ As well as EPCS, the single tier and county model would feature a similar analysis for Highways for both years and Children’s Services and Adult Social Services for 2006/07. We hope to be able to offer the remaining 2007/08 analysis in the near future. The district model would feature a full breakdown of EPCS for both years.
