HRA Subsidy Analysis

Details of the draft Housing Revenue Account Subsidy Determination for 2007/08 were released on 30 October 2006. The announcement of the allocation, however, is only the starting point in terms of determining its full implication to your authority for the forthcoming year.

The amount payable to your authority is determined through a series of complex calculations, which can appear daunting without a good background in housing accountancy. Even then, interpreting what the announcement means for you, from the information provided, can be a difficult and time-consuming in practice.

IPF have developed an analysis model to assist with this process, enabling housing accountants to better understand how their slice of the subsidy determination is constructed and most importantly, how this compares over time and with others.

This analysis is not only of use to accountants, it will also provide valuable information for Chairs of Housing, Directors of Housing, Directors of Finance and ALMOs as it will provide strategic comparisons with class, regional and national information.

Our analysis is available for £500 + VAT and will incorporate information on each of the main areas that make up the determination; management, maintenance, major repairs allowances, capital financing, rent and interest receipts. As well as providing data for your authority, class and region, we also make available a national commentary that picks up on the key points from the announcement. Examples of this analysis are illustrated in the related files.

We understand the importance of this information being accessible as early as possible and as such, reports for all orders will be made available within three working days of the final determination being announced in December.
